This is a Texas Commission on Law Enforcement (TCOLE) elective Incident Command System (ICS) Introduction online training course offered for Texas Peace Officers, Jailers, and Telecommunicators.

NOTE: This is not Incident Command System ICS-100a.

Here we outline and discuss the Incident Command System (ICS) and provide the foundation for higher level ICS studies. We explore with you the history, features, principles, and organizational structure of a typical ICS unit. For personnel who are likely to assume a supervisory position within an ICS, we explore your potential role in an ICS operation, whether permanently assigned or drafted in an actual emergency, to include coordination with response partners from all levels of government such as first responders, non-governmental organizations [NGO], and private sector resources.

A primary function of undercover operations is to recruit confidential human sources, also known as informants. One objective of placing an undercover officer in a criminal organization is to identify players in that enterprise. A close circle of trusted lieutenants typically insulates an enterprise’s highest-level operators. However, every enterprise has its weak links, and every organization has its secrets. The mission now becomes flipping a source that can provide information to expose those operations.

In this course we examine and provide methods for recruiting and cultivating an informant, precautions to take when doing so, and how to get the most out of the information a source provides.

Intellectual & Developmental Disabilities (IDD) is a term used to identify a wide variety of cognitive and developmental disabilities that impact intellectual and, at times, physical functions. Our course is intended to provide information to assist detention officers in identifying and interacting with inmates who live with these intellectual and developmental disabilities.

It is not necessary, or even appropriate, for detention officers to diagnose intellectual and developmental disabilities. What is important is to recognize the characteristics of IDD so that an effective approach can be used with each person who is detained within a detention facility.

The world of law enforcement intelligence has changed dramatically since September 11, 2001. Law enforcement agencies have taken on a variety of new responsibilities. Intelligence is just one, albeit a very important, function of the new policing responsibilities in this homeland security era of law enforcement. Intelligence disciplines have evolved significantly in recent years, as various forms of military intelligence and analysis are adopted for civilian policing. As these various trends have emerged, increasing numbers of American law enforcement agencies have begun to explore the intelligence function and the philosophy of Intelligence Led Policing as a natural extension of community oriented policing concepts being employed by many agencies in the United States, Canada, and Europe. The basic model for communication skills which as been used by correctional agencies to train officers and counselors for more than thirty-five years was developed by Dr. Robert R. Carkhuff of the Carkhuff Institute of Human Technology, and his associates. In 1977, this model was refined because of actual correctional experiences and new insight into correctional officer training. The description of this refined model is contained in two resources, IPC: Interpersonal Communications Skills for Correctional Management, 1977, and IPC: Interpersonal Communications Skills for Correctional Management Trainers Guide, 1977.

This course introduces best practices when conducting juvenile interrogation and interviews. The focus is on what constitutes adequate juvenile warnings, valid wavers, and what you must do to make sure the juvenile's confession you may obtain will be allowed by the court.

You will learn how the U.S. Supreme Court has recognized the emotional and developmental differences between adults and juveniles. These differences must be considered when you conduct an interview or interrogation of a juvenile. This is a Texas Commission on Law Enforcement (TCOLE) Intoxicated Driver Management online training course offered for Texas Peace Officers, Jailers, and Telecommunicators.

You are on patrol when you observe a vehicle stopping long before it arrives at the red light. Then it pulls forward and stops several times until it arrives at the appropriate stopping point for the light. Do you know, statistically speaking, what the probability is that the driver is intoxicated? Can you stop the vehicle and speak with the driver based on what you have just observed? You decide to stop the vehicle. You ask for a drivers license and observe the driver pass by the license three times before you point out to him where his license is. Having observed all of this can you ask the driver about his alcohol consumption that evening? Can you require him to perform Standardized Field Sobriety Tests or is that a violation of his constitutional rights? This course will answer these and many more questions about handling the intoxicated driver.
