This is a Texas Commission on Law Enforcement (TCOLE) Jail & Lockup Liability online training course offered for Texas Peace Officers. This course is designed for Sheriff Deputies, Police supervisors, jail administrators, and officers charged with detainee and inmate supervision and management.
The course objective is to help you reduce the likelihood of being sued, and if you are, knowing how to defend what you do. We explore the required policies that drive detention operations in these facilities. Also covered are the federal laws and best practices governing your performance. Some of these are topics and challenges such as actionable conduct, use of force, in-processing and screening of inmates, PLRA, PREA, jail searches, inmate programs, and women in detention.
Special attention is given to what you should be acting on regarding the evolving requirements of challenging issues such as medical care, mental assessments, suicide prevention, and sudden in-custody death syndrome.

Juvenile interview and interrogation processes are undergoing unprecedented changes in many states. We are learning that juveniles are particularly prone to give false information, and even false confessions, when questioned by peace officers. As such, court decisions are leading police to question juveniles differently than adults. Interview and interrogation is standard training for law enforcement agencies. However, it typically does not cover the developmental differences between adults and youths, nor does it cover recommended techniques for interviewing and interrogating juvenile offenders.

The overriding question for many jurisdictions is what to do with the wide variety of violators that are so different from other offenders. How should enforcement officers manage a group of offenders with violations that range from mere truancy to mass-murderers? Use of force is one of the most critical issues facing law enforcement professionals today. Too frequently officers are injured, and some killed, while responding to calls. Others are killed or injured, because they hesitate to act decisively in the face of perceived danger. All too often this life threatening hesitation is caused by officers having to stop and think of the fundamentals of force, their options, and the consequences of their action.
This course reviews the critical fundamentals of the use of less-lethal force as part of a force continuum. Although it is not a requirement for taking this course, we recommend you consider taking the Use of Force and Deadly Force course offered in our course library, as the two are complementary. This less-lethal course briefly reviews some of the more critical data contained in the use of force course.
