Overview

This is a Texas Commission on Law Enforcement (TCOLE) elective Hostage & Barricaded Suspects online training course offered for Texas Peace Officers, Jailers, and Telecommunicators.
When the actions of a violent or disturbed individual result in a crisis situation, law enforcement personnel are often forced to react in a high risk environment where the subject may be barricaded, has taken hostages, or is threatening suicide. Officers won't usually know what's inside the barricaded area, if there are firearms or explosives indicated, or the condition of the individuals involved. Given these challenges, first responders must be able to quickly assess the situation, contain the problem, secure the area, evaluate the threat to hostages or bystanders, call in specialized units as necessary, and be ready to react at any time during the response - a situation that could last for hours. Additionally, negotiators must engage the barricaded individual with the advantage of real-time information. This course provides officers and supervisors with basic response procedures and tactics for such challenging events.

This course takes you through behaviors that greatly increase your chance of dying on the job. In 2019 there were more than 900,000 sworn law enforcement officers serving in law enforcement. This is the highest figure ever. In 2018, 106 peace officers lost their lives on duty - a 13% increase from 2017. Of these 55 officers were feloniously killed while 51 died accidentally. The average age of officers killed feloniously was 37 years old and they had an average tenure of 10 years service.

In an ideal investigation involving a deceased individual, the body would be found soon after death in a cool, dry, indoor environment. Unfortunately, this is seldom the case. When bodies are discovered in various states of decomposition, many good investigators assume that much of the information used to determine identity, time, and method of death are been lost. Human trafficking and modern day slavery are very real problems for the most vulnerable people on the planet, and this includes men, women and children. The United Nations protocol defines human trafficking as the illegal trade of human beings, through abduction, the use, or threat, of force, deception, fraud, or sale for the purposes of sexual exploitation or forced labor. For many jurisdictions, trafficking in human life, like so many other issues becomes a local enforcement issue due primarily to nations failing to adequately enforce their borders. It is not different in the United States and your state. In this course we define and discuss human trafficking from the global and local enforcement perspective, discuss the various types of trafficking, and probe the legal and investigative elements of these crimes.
