This is a Texas Commission on Law Enforcement (TCOLE) Recording Law Enforcement Actions online training course offered for Texas Peace Officers, Jailers, and Telecommunicators.
Since 1969, law enforcement officers have been guided in searches incidental to arrest by Chimel v. California. In that case, the U.S. Supreme Court ruled that if police arrest an individual, they may – without a search warrant – search the body of the person and … the area into which he might reach, perhaps to destroy evidence or to seize a weapon.
In the years since, society has changed, as has technology. With the proliferation of handheld electronic devices, such as Smart Phones, PDA’s, Tablets, and the like, law enforcement officers are changing their approach to the information explosion caused by these emerging technologies.
This course focuses on some of these emerging technologies and officer procedural changes brought about by the technology, as well as legal ramifications. We also explore concerns for individual private property rights, and the recent landmark decision by the U.S. Supreme Court in Riley v. California, that protects a resident’s right to privacy when an electronic device is seized by law enforcement or incidental to arrest.

Law enforcement officers pride themselves on their ability to catch the bad guys. The excitement, the publicity, and even the glamour of good triumphing over evil is, for most of us, intoxicating. However, after the chase and the adrenaline has worn off, comes the drudgery of writing the report and documenting what just occurred. A great number of law enforcement officers consider this portion of the job to be unimportant, so they let their report writing skills fall short of what they should be. Simple articulation of descriptive factors is sometimes ignored, leaving readers of the report confused and skeptical of the truthfulness of the author. This course is designed to refresh and reinvigorate your report writing skills, and to offer tips about how to improve your writing, so your final report offers the reader an accurate, concise, and total picture of what occurred. Finally, we emphasize the importance of report writing as an extension of the officer's tactical skills, and how more suspects can be convicted and sentenced based on how you express yourself with the pen or word processor. Also covered is how new technology can help all of us when we are performing this important task.

Policing worldwide has undergone major shifts in the last 100 years. There is better selection and training of officers, better policy development, and shifts in type and effectiveness of the equipment we now use. Nothing illustrates this more than the shift by law enforcement agencies internationally to the use of shoulder-fired weapons. This course will guide law enforcement managers and officers through the issues surrounding the decision to arm patrol officers with rifles. It addresses and identifies rifles suitable for enforcement use, and discusses tactics that can be implemented when officers respond to various threats. Law enforcement officers assigned to patrol public roads have a general duty to protect the public. Officers may be assigned by supervisors to support the establishment of a planned checkpoint, or participate in a roadblock in search of a criminal suspect or for some other reason. As officers, we know the 4th Amendment guidelines regarding search and seizure generally require officers to have reasonable individualized suspicion to stop or spot check persons and vehicles for the primary purpose of detecting evidence of ordinary wrongdoing. In this course, we will discuss how the reasonable suspicion requirement is balanced with the need to protect the public in general, or to apprehend a suspect, and how this can be accomplished safely.

The roles of a School Resource Officer [SRO] and a School Safety Officer [SSO] are dynamic. SROs and SSOs wear multiple hats, and work in a predominantly community-based environment, our schools. This Smugglers, Inc.® (Triple I Solutions®) elective online Texas Commission on Law Enforcement (TCOLE) training course is offered by OSS Academy® for Texas Peace Officers, Jailers, and Telecommunicators.
This dynamic 16-hour comprehensive online course is designed to provide the attendee with the skill set necessary to properly identify and apprehend smuggling operators in transit. During the course, the attendees will learn about the specific components involved in counter-smuggling/interdiction enforcement missions. Discussion in this course includes familiarization with recent national case-laws that affect criminal interdiction, while providing scientific tools to counter arguments presented in the court systems. The curriculum, having been designed by the instructor and based on his personal expertise, begins with helping the attendees understand their own strengths, while providing solutions to improve their weaknesses in interview situations. The course continues into understanding the Smuggling Operations and the Tradecraft used in these Clandestine Operations.
By understanding the inner workings of these operations and having the ability to properly and effectively identify clandestine activities of smuggling groups, the attendee will become proficient in properly identifying smuggling targets through analytical research, critical thinking and operational categorization prior to the stop, which continues throughout the contact. The course provides various techniques that can be used to engage the vehicle occupants and clandestinely illicit the needed data to determine if and what type of criminal activity is afoot. In recent months, suicide bombings have increased significantly in the Middle East, especially in Iraq and Afghanistan. At this time, there has been no successful suicide bombing within the United States since 9/11. Current international trends dictate that it remains prudent to study these incidents, and develop effective public safety guidelines to deal with them. First responders must learn to work together to deter suicide bombers from attacking locations in their jurisdictions, and to safely respond, if an attack occurs.
