This is the Texas Commission on Law Enforcement (TCOLE) mandated TDD/TTY for Telecommunicators #3812 (TCOLE) [OSS Option 1] online training course offered for Texas Telecommunicators.
The hearing and speech impaired often use a communication system called TTY [Text Teletypewriter or Text Telephone] to communicate over conventional or cell phones. Also in common use are TDD [Telecommunications Device for the Deaf]. In practical terms TTY and TDD are used interchangeably and refer to any type of text-based telecommunications equipment used by a person who does not have enough functional hearing to understand speech, even with amplification.
Texas Telecommunicators have a unique requirement to complete variations of the TDD/TTY for Telecommunicators #3812 course every six months. Stay tuned ~ February 2019 as OSS Academy® is developing and will be offering TDD/TTY for Telecommunicators #3812 (TCOLE) [OSS Option 2] which will enhance the adult learning process with new creative course materials.
As technology advances, smartphones are an increasing popular way for the hearing impaired to communicate. However, when that is not an option [for example, calling 911] the primary way to communicate is through a TTY system or a relay service. It is important for you to understand how these systems work in order to communicate efficiently with someone who is hearing or speech impaired. If there are abbreviations or technical terms that are unfamiliar to you, be sure to check the glossary included with this course.

The Texas Commission on Law Enforcement (TCOLE) serves as the regulatory agency responsible for the development and enforcement of law enforcement standards. TCOLE was created and granted statutory authority under Chapter 1701 of the Texas Occupations Code. One of the many responsibilities of the Commission is the establishment of standards governing law enforcement training programs and schools. The Occupations Code, Section 1701.252, stipulates that before a training program can be licensed, the school must have an advisory board for developing curriculum. The purpose of this training is to provide members of the advisory board with a review of the rules promulgated by the Commission regarding the duties and function of the advisory board.

Why do some officers stop a vehicle, write the driver a citation, and then have the driver thank them, or even send a commendation letter to their department? Conversely, why do other officers conduct traffic stops and almost everyone they stop complains about them? It is probably dependent upon the manner in which the traffic stop is conducted, and the level of professionalism that is demonstrated. If you are not practiced in the art of a traffic stop, the communication dynamics that ensure a successful outcome, or the need to establish consistency in how you conduct traffic stops, then this is the course for you. The purpose of this course is to assist officers in understanding the need for consistency in their approach to traffic stops, and the personal dynamics involved in making traffic stops. This course provides approach tactics, communication dynamics, and a seven step process for handling almost every traffic stop.
