With the close of the 2015 Legislature, Texas became the 43rd state in the U.S. to clarify that Texas residents had the right to open carry a handgun in most government and public spaces. This legislative enactment expanded the rights of qualified Texas residents who already enjoyed concealed carry rights, and set some limitations. Our course discusses enforcement issues, as well as the basis for these rights, the responsibilities of citizens as they exercise their rights, and the duties of peace officers in guaranteeing these rights.

This is a Texas Commission on Law Enforcement (TCOLE) Roadblocks & Checkpoints online training course offered for Texas Peace Officers, Jailers, and Telecommunicators.

Law enforcement officers assigned to patrol public roads have a general duty to protect the public. Officers may be assigned by supervisors to support the establishment of a planned checkpoint, or participate in a roadblock in search of a criminal suspect or for some other reason. As officers, we know the 4th Amendment guidelines regarding search and seizure generally require officers to have reasonable individualized suspicion to stop or spot check persons and vehicles for the primary purpose of detecting evidence of ordinary wrongdoing. In this course, we will discuss how the reasonable suspicion requirement is balanced with the need to protect the public in general, or to apprehend a suspect, and how this can be accomplished safely.

The Texas Commission on Law Enforcement (TCOLE) serves as the regulatory agency responsible for the development and enforcement of law enforcement standards. TCOLE was created and granted statutory authority under Chapter 1701 of the Texas Occupations Code. One of the many responsibilities of the Commission is the establishment of standards governing law enforcement training programs and schools. The Occupations Code, Section 1701.252, stipulates that before a training program can be licensed, the school must have an advisory board for developing curriculum. The purpose of this training is to provide members of the advisory board with a review of the rules promulgated by the Commission regarding the duties and function of the advisory board.

Traffic control safety procedures are vital to your duties as a law enforcement officer and for other first responders. Whether you’re on duty working a major collision or providing road safety warnings, you must be able to recall and implement road safety guidelines when there is a major traffic accident and, just as necessary, know how to provide upstream warnings to oncoming traffic.

Your duty on the roadway and during incidents is to improve safety for victims, responders, motorists, and pedestrians. In this course, we work with you to understand how peace officers and other responders interact to implement Highway Incident Work Zone procedures.

We know that the secondary collisions and injuries in high-speed traffic are often more severe than the original incident. It is critical that we all recognize and plan against high risks of exposure in or near accident recovery sites.
