This course covers the bills passed in the 88th legislative session, which affect most peace officers, judges, and prosecutors of the State of Texas. This material is a general summary of selected court cases and changes to Texas’ statutes that govern the laws enforced along with the administration of law enforcement officers and agencies as determined by the 88th legislative session. This is not all-inclusive for every change. You must verify all legislative changes and case-law holdings discussed and are responsible for appropriately implementing these changes. This 89th Legislative Update Course provides 6 hours of TCOLE continuing education credit. Designed to meet the Texas Commission on Law Enforcement’s requirements, this course delivers a comprehensive review of key legislative changes from the 89th Texas Legislature as well as significant U.S. Supreme Court and 5th Circuit Court of Appeals decisions that directly impact law enforcement practice.
In addition to state-level statutory updates, the course highlights two critical decisions from the 6th and 7th U.S. Circuit Courts of Appeals, providing officers with a broader understanding of national case law trends. Use of Force is one of the most critical issues facing law enforcement professionals today. Too frequently, officers are injured or killed while responding to calls. Others are killed or injured while hesitating to act decisively in the face of perceived danger.
This life threatening hesitation occurs when an officer must stop and think of the fundamentals of force, their options, and the consequences of their actions before acting. Why do some officers stop a vehicle, write the driver a citation, and then have the driver thank them, or even send a commendation letter to their department? Conversely, why do other officers conduct traffic stops and almost everyone they stop complains about them? It is probably dependent upon the manner in which the traffic stop is conducted, and the level of professionalism that is demonstrated. If you are not practiced in the art of a traffic stop, the communication dynamics that ensure a successful outcome, or the need to establish consistency in how you conduct traffic stops, then this is the course for you. The purpose of this course is to assist officers in understanding the need for consistency in their approach to traffic stops, and the personal dynamics involved in making traffic stops. This course provides approach tactics, communication dynamics, and a seven step process for handling almost every traffic stop.

This course explains how temporary tags or paper buyer license plates are being exploited by criminals and shady car dealers.
